Elgin flood mitigation upgrades reach major drainage milestone

ELGIN— Construction crews working on the “Elgin Forward” infrastructure initiative have completed the installation of nearly 1,450 linear feet of reinforced concrete storm drain boxes, marking a major milestone in the city’s flood mitigation effort.

The project, managed by contractor Larry Young Paving Inc., encompasses 4,639 linear feet of comprehensive roadway and stormwater improvements along County Line Road (Phase II), Kennedy Street, Central Avenue, and Brenham Road.

Scope of work includes:

  • Installation of heavy-duty concrete box culverts and storm sewer lines
  • Excavation of a regional stormwater retention basin near Central Avenue
  • Roadway widening, subgrade stabilization, and installation of new concrete curbs, gutters, and sidewalks

The $10.94 million infrastructure project is fully financed through a Community Development Block Grant–Mitigation (CDBG-MIT) awarded by the Texas General Land Office, supplemented by local developer fees. City officials confirmed the work carries zero financial burden for local taxpayers, with substantial project completion targeted for Dec. 31.
