HOUSTON — Phillips 66 and Kinder Morgan, Inc. have announced a binding open season for their proposed Western Gateway Pipeline, a system designed to move refined petroleum products from Texas to markets in Arizona and California.
The open season began Oct. 20 and is scheduled to close on Dec. 19.
The proposed project will consist of an approximately 1,300-mile pipeline system. This includes a new-build pipeline from Borger, Texas, to Phoenix, Arizona. It will also incorporate Kinder Morgan’s existing SFPP pipeline from Colton, California, to Phoenix, which will be reversed to enable east-to-west product flow into California.
The pipeline will be supplied from Borger and will also connect to the SFPP system in El Paso. The project is intended to “help diversify Western energy markets with a reliable fuel source from the Midcontinent region”.
