HOUSTON — The Texas Department of Transportation (TxDOT) has conditionally selected a joint venture comprising Ferrovial Construction and its U.S. subsidiary, Webber, to design, build, and maintain a major segment of the State Highway 99 Grand Parkway loop southeast of Houston.
Valued at approximately $1.47 billion, the design-build initiative encompasses Segment B-1 and spans nearly 15 miles across Brazoria and Galveston counties. The contract details a $1.438 billion design-build agreement alongside a 15-year capital maintenance contract valued at $28.25 million.
The scope of work features the construction of four new tolled lanes with discontinuous frontage roads, two direct connectors at the SH 99/SH 35 interchange, 1.3 miles of non-tolled SH 35 main lanes, and 4.6 miles of operational upgrades along SH 35. Total funding for the integrated transport package includes $1.77 billion allocated through the Grand Parkway Transportation Corporation for tolled elements and $186.8 million from TxDOT for the non-tolled components.
The massive outer highway loop expansion is intended to relieve metropolitan congestion, improve regional travel reliability, and provide an alternative emergency and hurricane evacuation route.

Final contract execution is anticipated this summer, with substantial project completion targeted for the winter of 2031–2032.
