AUSTIN — The Texas Parks and Wildlife Department (TPWD) has opened the application window for its Habitat and Angler Access Program (HAAP), seeking project proposals for the fiscal year 2028-29 funding cycle.
Funded primarily through the sale of freshwater fishing licenses, the program provides financial support for initiatives that restore inland fish habitats and improve bank and shoreline access on public waters.
Since 2021, HAAP has backed 47 statewide projects with more than $2 million in direct funding and an additional $2.5 million in partner matching funds. Eligible projects range from shoreline stabilization, native vegetation plantings, and silt dredging to the construction of non-motorized boat launches, fishing piers, and underwater dock lighting.
Proposals will be accepted through Dec. 31, with approved projects to be announced in the spring of 2027
