AUSTIN— Seeking to address rapid population growth and alleviate urban congestion, Governor Greg Abbott and the Texas Department of Transportation (TxDOT) have formally announced a historic $148 billion total investment in the state’s transportation infrastructure.
The record-breaking funding initiative, announced on Aug. 27, represents a $5.6 billion total increase from the previous year’s investment.
The core of the multi-billion-dollar commitment is the unanimous adoption of the 2025 Unified Transportation Program (UTP) by the Texas Transportation Commission. The UTP serves as a comprehensive 10-year planning document that officially authorizes highway projects for both development and active construction across the state. The adopted 10-year plan accounts for more than $104 billion of the total package, while an additional $43 billion has been specifically earmarked for routine maintenance and ongoing development.
Gov. Abbott emphasized the economic necessity of the capital injection during the announcement.
“Strengthening our roadways and transportation infrastructure is critical for Texas to remain the Best State for Business in the nation,” Abbott said in a statement. “With the adoption of this record-breaking $148 billion transportation investment, Texas will continue to meet the needs of Texans in rural, urban, and metropolitan communities while also improving roadway congestion and safety”.
Abbott added that the massive infrastructure investment ensures people and products can move quickly to sustain the state’s booming economy. “People come to Texas because we provide the freedom and opportunity they can’t find anywhere else, and that’s why we’re investing in the future of Texas roads,” he said.
A significant portion of the newly adopted UTP heavily targets roadway segments that have been formally identified on the state’s 100 Most Congested Roadways list. Specifically, the Texas Clear Lanes congestion-relief initiative will receive a $1.9 billion funding increase. This boost elevates the total statewide investment in completed, under-construction, and planned non-tolled congestion projects to $75.8 billion since 2015.
Furthermore, the state has allocated roughly $17.3 billion exclusively for safety improvements, along with $1.7 billion in dedicated funding to upgrade rural corridors and key roadways that connect vital economic hubs.
Texas Transportation Commission Chairman J. Bruce Bugg, Jr. said the agency is adapting to unprecedented state expansion. “With a booming population and economy, TxDOT is meeting the moment with a record investment in our state roadway system to ensure Texas remains the preferred destination for families and businesses,” Bugg said.
TxDOT Executive Director Marc Williams highlighted the immediate physical impact of the funding on the state’s construction sector. “TxDOT has a record amount of active construction projects this year, and this will help continue that work of moving people and goods safely and efficiently in our rural, urban and metropolitan areas,” Williams said.
