BROWNSVILLE— City and state officials have broken ground on the future Public Safety Complex in Brownsville, launching a major municipal project to centralize the city’s emergency response and security operations.

Located at the GBIC Tech Park along FM 511, the 99,980-sq. ft., two-story facility will house the Brownsville Police Department, Fire/EMS, the Office of Emergency Management and Homeland Security, and the Information Technology and Cybersecurity Department.

Designed by architecture firm Megamorphosis, Inc., the center aims to advance emergency preparedness and interdepartmental collaboration for the growing border city. During the ceremony, local leaders unveiled the initial design renderings, emphasizing the facility’s role in strengthening critical service delivery and public safety across the community.

Noble Builders is serving as the Construction Manager at Risk (CMAR) for the project.

The project budget is capped at $80 million, which includes an approximate $6 million contract for architectural and consulting services from Megamorphosis, Inc. Initial estimates for the overall complex ranged between $65 million and $80 million.
